(UKRep JLG telno 480) the Chinese have agreed that Hong Kong may conclude two of the outstanding ASAS (New Zealand and Malaysia).

This is an important step towards getting the ASA separation process back on track. Hong Kong is keen to proceed as soon as possible with the signature of the two Agreements (Hong Kong telno 3679). The Governor requires a specific authorisation from the Secretary of State to sign

the ASAS. The drafts follow earlier precedents.
