1. I chaired a meeting on 31 May to discuss your Entry Clearance Procedure draft and whether it should be expanded to encompass all of our Dependent Territories. All those present agreed that the case was unique for our Caribbean DTs and that written clearance procedures were required to resolve the existing confusion. Other departments however expressed satisfaction with existing arrangements in their DTS and concluded that there was no point in altering them. It was agreed then that the drafted clearance procedures would apply to the 5 Caribbean Dependent Territories only and that existing procedures elsewhere will remain.

I attach a redraft of your draft including amendments agreed by Legal Advisers and other interested departments and would be grateful if you could now clear with the relevant US authorities.

3. I am copying this letter and enclosures to our Governors. They endorsed the proposal to prepare these guidelines at the Kingston Governors Meeting and may wish to offer further comments.
