The EC and thus the UK apply the provisions of Article VII of the Convention, through Article 14 of Regulation 3626/82 (copy enclosed). In accordance with the Regulation, the UK has issued a derogation relating to personal and household effects, and a copy of this is also enclosed. We do not take anything here to say that UK residents may export personal and household effects only if they are pre-convention specimens.

The most recent information we have on the controls operated by other EC states is set out in Ivory Notification 47. The degree to which the movement of personal and household effects is controlled, and how it is controlled, varies from state to state. The results of the notification are to be discussed at the EC CITES Committee meeting on 5 and 6 November; I enclose a copy of the summary of the EC's responses for information.

An amendment to Article XXI of the Convention was adopted at the extraordinary meeting of the Conference of the Parties in Gaborone in 1983. It allowed for accession to the Convention by regional economic integration organisations made up of sovereign states which have competence in respect of the negotiation, conclusion and implementation of international agreements in matters transferred to them by their member states. The EC is at present the only body which meets these requirements.

However, the amendment to the Convention can only be accepted when two thirds of the parties have deposited instruments of acceptance. This has not yet happened and the EC as a body has not therefore become a party to the Convention.
