HONG KONG IVORY: CITES BAN

Problem

1.

The Secretary of State has suggested that an inspired PQ

should be tabled for written answer before the summer recess

refuting allegations that Hong Kong would be in breach of the CITES ban on trade in ivory when our Reservation is

withdrawn on 18 July because of a loophole in Hong Kong

legislation which would have allowed the export of ivory up

to 5 kilos in weight by visiting tourists.

Recommendation

2. I recommend that an inspired PQ on the lines of the

draft at Annex B should be tabled for written answer

tomorrow. ESED agree.

Background

3. Our Reservation in respect of Hong Kong will be

withdrawn on 18 July 1990, following the delivery of a diplomatic note by our Embassy in Berne to the Swiss MFA. The Hong Kong legislation implementing the CITES ban will

come into force at the same time.
