EARLY DAY MOTION: 1275

SPEAKING NOTE

We understand the concern expressed in the motion but, as

was made clear by my right honourable friend Mr Waldegrave in answer to the question laid by the hon Member for Wyre on 18 July, the Hong Kong Government have already enacted legislation to implement the CITES ban on international

commercial trade in ivory. This came into effect when our

Reservation was withdrawn at midnight on 17 July 1990. Kong legislation now fully reflects the CITES Convention.

Background

Our Reservation in respect of Hong Kong was withdrawn at

midnight on 17 July 1990, following the delivery of a

diplomatic note by our Embassy in Berne to the Swiss MFA. The Hong Kong legislation implementing the CITES ban came

into force at the same time.

The Governor has amended the Hong Kong legislation in order

to close a loophole which would have allowed tourists to

export ivory up to 5 kilos in weight as souvenirs.
