ORLD' WIDE FUND FOR NATURE

Problem

A 1. Two letters to the Prime Minister and the Secretary of

State from Mr Lyster of the World Wide Fund for Nature

calling for the destruction of confiscated ivory in Hong

Kong and other measures to prevent illegal trade in ivory.

Recommendation

2. I recommend that Mrs Chalker should reply to both

letters on the lines of the attached draft.

ESED agree.

The Hong Kong Government have been consulted. No. 10 are

content for the FCO to reply to both letters.

Background

3.

Mr Lyster's concern about the potential loophole in Hong

Kong legislation which might have allowed tourists to export ivory weighing less than 5 kilos as personal effects has now

been overtaken by events. Action was taken by the Governor

to close this loophole before our Reservation was withdrawn

and Hong Kong legislation now complies fully with the CITES regulations.
