Background

3. On 17 January 1990, we entered a six month Reservation

on behalf of Hong Kong against the decision by the

Conference of Contracting Parties to the Convention on

International Trade in Endangered Species (CITES) to ban

international commercial trade in ivory. The purpose of

this Reservation was to enable Hong Kong ivory traders to
