The Reservation will be withdrawn, as agreed by Ministers, on 18 July. I attach a first draft of the Note which
we propose should be delivered by the Embassy in Berne to the Swiss FDFA on 17 July, together with the letter of authorisation from the Head of ESED to HM Ambassador. I should be grateful if you, and all copy addressees, could confirm that it is accurate.
2. On my return from the Montreux Conference of the Ramsar Convnetion on 6 July I shall draw up a submission to the Secretary of State seeking approval for the Note. We shall need to advise the Secretary of State of the arrangements for the coming into force of Hong Kong's enacting legislation. With this in mind I should be grateful if you could provide before 6 July to Mr Ivins a paragraph for inclusion in that submission.
