Ministers may wish to be aware of the attached telegram, sent in response to my request for a sitrep, which contains the (fairly) reassuring news that Hong Kong are on course

(just) to complete the necessary legislative procedures in

order to implement the CITES ban by 17 July. The

legislation could have been passed by now but has been held

up in committee. The timing is therefore going to be

tight.

2. We shall continue to monitor progress very closely.
