HONG KONG IVORY: WITHDRAWAL OF THE RESERVATION

Problem

1. How should we withdraw on 18 July the Reservation against the listing of the African elephant on Appendix I of

CITES?

Recommendation

2.

I recommend that the Reservation should be withdrawn

with effect from 18 July by means of a Diplomatic Note from

the Embassy in Berne on 17 July to the Swiss as Depositary

Power of the Convention.

Background

In agreeing to Hong Kong's request for a Reservation

under Article XV of the Convention on International Trade in

Endangered Species of Wild Fauna and Flora (CITES) exempting the Territory from the CITES ban on commercial trade in ivory introduced on 18 January, the Secretary of State made
