1. I submit a draft Private Secretary letter to PS/No 10 covering

a draft reply from the Prime Minister to Sir Christopher Lever's

further letter of 15 March. Sir Christopher first wrote to the

Prime Minister about Hong Kong Ivory on 26 January. I attach copies

of that earlier correspondence.
