I submit a self-explantory draft reply.
2. I apologise for the delay in submitting this. A draft was
ready on 2 February but I held up the reply pending a Ministerial
decision on revising our standard draft. (A submission from MAED on
this is at present with Private Office.) However on reflection I
think this draft should be issued since it does not really touch on
the main point under review: whether we need to readdress the
allegation that the sale of Hong Kong ivory is encouraging further
poaching.
