PROBLEM

1. The approval of a Foreign and Commonwealth

Office Minister is required for the attached draft

Order in Council to be submitted to the meeting of

the Privy Council on 7 March.

RECOMMENDATION

2.

I recommend that Mr Maude should approve the

draft Order. If he agrees he should write the words

"approved" and sign his name in the place indicated

at the head of the draft Order. HKD and COMED

concur.
