These are problems of any growing economy. Like
all of our past intensive investment in physical and social
infrastructure, the problems now
now facing us will challenge
our skills at budgetary management. But managed they will
be, with our traditional prudence in these matters. What I
want to emphasise to you today is that our problems, the
projects we are undertaking, and the economic growth which
supplies the momentum for them,
them, represent a huge range of
business opportunities.

In Hong
Hong Kong we have always taken a minimalist
approach to government, in the firm belief that private
enterprise maximises efficiency. So, having published our
plans, we will be looking to
to the private sector both to
participate extensively in our projects, and hopefully
provide some of the money! Thus, we will be looking not
just for designers,
designers, engineers, bridge .builders and
suppliers of sophisticated widgets. We will be looking also
for partners to share in the dividends of enterprise.

The port and airport
airport projects have attracted a
great deal of attention. This is inevitable because lumped
together they add up to a lot of concrete and steel. But it
is the "why" of them which should attract the businessman's
/attention.
