2. The telegram to BTC Hong Kong addresses the areas we find difficult with Holloway's report of June 1989, and I hope that BTC Hong Kong will be able to produce a more quotable figure.

3. In the meantime, I think we could draw on the existing report, and quote the figures in para 5 of the review, making it clear that

they relate to "companies owned, controlled or influenced from

Britain".
