1. You will see that in his attached letter of 7 March, the Governor encloses a paper prepared by Hong Kong's Central Policy Unit on the above subject. At a first and quick glance the paper strikes me as being very thin on facts and dubious in its opinions and conclusions.
2. We will need to treat this with some urgency. The Governor may well want me to talk about this shortly after his return. It is ground that you have covered a number of times. I would be grateful if you could let me have your comments and views, and draw upon our material, including that recently supplied by Swires and Jardines, to add to the facts contained in the paper. (Please do not mark the original paper which is our only copy, comments on an additional sheet please).
