We discussed my letter to you of 1 August on 15 August and I promised to let you have something further.

I now understand that in practise our views on what will happen are quite close - in that you consider it is quite likely that the 1992 meeting will not take place in Manila and Hong Kong will be an attractive alternative.
3. I would however be grateful if you could alert Nicholas Bailey to our strong interest in Hong Kong hosting the 1992 meeting.
It would be very useful in bolstering Hong Kong's reputation as an independent internation(financial centre. Perhaps it would be possible for Nicholas to put your principled stance in fairly neutral terms and to draw attention to Hong Kong's, to host a meeting soon - preferably in 1992.
