FEDERATED STATES OF MICRONESIA

1. You may already be aware that the Federated States of.
Micronesia have applied to join the Asian Development
Bank following the successful application of the Marshall
Islands.

The UK position will be the same as that taken for
the Marshall Islands. That is the UK Governor will be
unable to cast an affirmative vote for membership
application since we cannot yet recognise parts of the UN
Trust Territories as independent States until the
trusteeship is formally cancelled. The UK sympathises
with independence aspirations of the peoples of the
Federated States of Micronesia but it is the UK's view
that the territories are still subject to UN Trusteeship.
