3. I think the draft should state what the UK will do (abstain or not register a vote) rather than simply state that we are unable to cast an affirmative vote.

UND may wish to include more of the points made in telno 36, including a steer as to what we would like Hong Kong to do? eg. vote with us.

interested to see that the Marshall Islands application under Article 3(1) was successful. Our stance against voting for membership of the Federated States of Micronesia would of course not apply if the application were under Article 3(3). It is worth clarifying that point in the telegram.
