The answers to the points raised are as follows:
(A) It has not been the practice of the UK to regard the scope of Section 7 as the same as that provided by Article 27 of the Vienna Convention on Diplomatic Relations. Although we are not aware of any objection to UK practice we would not wish attention to be drawn to it in defensive briefing lest a hare should start running.
(B) Immigration restrictions are dealt with in The Immigration (Exemption from Control) Order 1972 S1 1972/1613. National Service and exchange control are not relevant in the UK. The provision of travel facilities (i.e. meeting and greeting) is a matter for administrative arrangements and in any event has no practical application in the UK.
(C) Advisers are dealt with in section S(3) of Sl 1977/825. The rather curious form of section S(3) is the product of the International Organisations Act 1968 section 1(6) which requires that privileges and immunities are not greater in extent than those required to be confirmed by the agreement.

(D) It is not UK practice to consult with international organisations in framing privileges and immunities. copy of the Order is transmitted to the relevant organisation for information after it has been made.
