question of changing the commitments that have already

been made in respect of the Gurkhas. But we should

If however there were any question of these commitments

properly examined interdepartmentally, so that due weight

can be given to the Hong Kong factors described above,

and also to our relations with Nepal and the effect on the Nepalese economy.
