CBF Hong Kong reported that TORS for a study into the Carrangements in the Far East had been issued and that the report would be issued on 1 Dec 90.

GARRISON SUPPORT MANPOWER REQUIREMENTS AND TASKING POST RN BASE MOVE TO STONECUTTERS' ISLAND
23. The Chairman explained that a study of Garrison support requirements was deemed necessary to ensure that tasking within the Garrison was efficiently distributed between the single Services. There was a case for linking this to the opening of the new RN base on Stonecutters' Island. In acknowledging the need for such a study CBF welcomed the arrival of NMS, which he saw as a useful tool for the rationalisation of support functions but observed that there would still be difficulties where single service manpower was concerned.

The Chairman explained that this, the main business of the Meeting, would be handled by going through the draft framework in detail and amending as necessary.
This version would then be reissued with the minutes of the meeting and used as the basis for the first draft of the 1991 Review of The Hong Kong Withdrawal Plan.

The Committee reviewed the draft
draft and a number of changes were made to the draft framework including an adjustment to the aim. Following this scrutiny the members endorsed the framework unanimously and agreed the staffing timetable. (Secretary's Note: The revised framework is at Annex A to these minutes).

The plan to hold a CPX in Hong Kong in 1991 was aired. had asked for support for his proposal that one lieutenant colonel from the Army and one major equivalent, Service not a factor, be posted to HQBF as short term commitment to become part of the exercise planning group from May to Dec 91. There was general support for this proposal and it was also agreed that MOD and FCO participation in the exercise in the form of a response
