As you know, financial arrangements for the retention of the

three Peacock-class patrol craft in Hong Kong after 1992

have not yet been settled. I understand however, that your

officials have now put some revised proposals to the Hong

Kong Government.

I very much hope that a suitable compromise can be worked out quickly and quietly. As I am sure you are aware, it

could be very damaging if the fact of a disagreement became

known publicly. It would then become a political issue in

Hong Kong.
