In welcoming members of the Committee the Chairman drew attention to the main business tabled for discussion that of the presentation of the framework of the 1991 review paper for their endorsement.
He reminded them briefly of the terms of reference of the Committee highlighting the relevance of their endorsement in meeting the remit to oversee the planning of the withdrawal of the Hong Kong Garrison.
