Your suggestion for the vessels to revert to HMG in 1997 (instead

of HMG giving HKG 75% of the value) would have to go to Finance

Committee: same problems as above.

Anyway, your problem is apparently finance in 1991/92 (para 5 of

MODUK tele). Your proposal (above) would do nothing to help. Would

only have effect in 1997.

Hope we can agree to normal DCA arrangements. Otherwise would

have to go to OD (K) with split recommendation.
