setting out how we see the 'informal' discussion with ExCo at the end of June; and our plan for a paper (which we would present as a speculative collection of ideas, mostly from Hong Kong), with a view to drawing everything together at a further discussion with ExCo and the Governor during Mr Maude's proposed visit at the end of September/beginning of October. (I should be grateful for confirmation that the dates being considered for that visit, 28 or 29 September to 5 October, would suit the Governor.) Mr Maude will need to see this
telegram in the course of tomorrow, if it is to reach the Governor before Saturday's ExCo meeting.
