Mr Hamilton said that he thought a fudge was possible that would meet the Governor's political concerns.

2. Mr Maude said that Mr Hamilton did not go into details about this plan; he would be grateful if you would follow it up with MoD officials, and then submit a draft reply to the Governor's telegram.
