American academic, Dr William Overholt.

This paper was drawn to my attention by the Governor of

Hong Kong, who commends it warmly. Dr Overholt is an

American who has worked in Hong Kong since 1985. He has a

good record as an academic and policy planner.

3. Lord Caithness may wish to retain the paper; or

alternatively we could include it in the briefing pack for

his visit to Hong Kong next month.
