From a Longer Perspective China Has the Upper Hand

Concerned CPC officials analyze: In the short term, there are many difficulties for the CPC's Hong Kong work, but in the long term, China has the advantage.

Deng Xiaoping Said the Eye Must Be Focused on London's Next Move

Chinese high levels obviously have been worried by the train of events earlier in Hong Kong, such as activities against China, the bill of rights, the right of abode issue, public servants' industrial actions, public order, some of the Hong Kong Radio Television Department's opin- ions, and the Hong Kong Government's increasingly large expenditure. It is reported that Deng Xiaoping told Li Chia-cheng that the eye now must be focused on what London is going to do next, and China would not make any more concessions, for it has made too many. If it continues to do so, the small number of people hostile to China will become more arrogant. Concerning the issue of stationing armies, Deng Xiaoping considers it a matter of sovereignty, and on this China will not yield even an inch.

There are six years until China reclaims sovereignty over Hong Kong. Deng Xiaoping believes patriotic and Hong Kong-loving people interested in politics should start to study and participate in Hong Kong affairs now. They should go into every field, from Hong Kong's political system, to the judiciary, to banking, to everything. For the future, if disturbances are to be avoided we must make the right personnel choices at the middle and upper levels, which is most important. In this area we should have more consultation with Britain and the Hong Kong Government and should put up greater efforts for our case.

China welcomes the Hong Kong Government's approval for Chinese students and experts with two-year overseas resi- dence to work in Hong Kong, and sees this as a positive way to maintain Hong Kong's prosperity and stability.

Deng Xiaoping knows there are some people who would love to see China in chaos. This is bad both in motiva- tion and effect, and will do nothing to help Hong Kong. Deng Xiaoping said: “Should disorder occur in China there would be an outflow of population; 500,000 arrivals surely will throw Hong Kong off balance!" Therefore all people genuinely in love with Hong Kong should assist China in maintaining stability.

Deng said: It is easy for a country to become chaotic; there can be chaos overnight, but it will take much effort

and time, as well as a correct policy to build stability over relatively long periods.

Deng Xiaoping said: If civil war breaks out there will be bloodbaths. Where can we find “human rights" then? Then everybody will be busy fighting wars, all tending their own political power and local bases. Plants will cease production, traffic will stop, peasants will give up farming, and people will flee overseas. Can Hong Kong sustain 1 or 5 million people? Can Thailand sustain 6 or 7 million people? If there is civil war, Chinese refugees will not come by the thousand or tens of thousand, but tens of millions. Who can hear this? Can the United States bear this?

How Does the CPC View the “Democratic Group?”

The CPC does not think the “democratic group" should be viewed as a body, otherwise it would be “taken in" and make mistakes. Many among them are patriots, with some favoring "Hong Kong returning to China as a democratic body" and having in the past resolutely supported Beijing's restoring sovereignty over Hong Kong. Some of them have even privately “shown friend- liness" to the CPC. The CPC believes they should be distinguished from the several anticommunist die-hards who are "against the mainland" in everything. Some of the people did something bad for China during the “4 June" incident, but if they have perceived the truth and are willing to "change course," the CPC should take the initiative and give them a chance. The CFC high levels prophesize that the "democratic group" will very quickly be split openly from inside, and “extreme" ideas cannot be sustained. The dictatorial and undemocratic style of individual "radical" leaders has angered the younger generation within the “democratic group." If they win the 1991 election war, these young men may detach themselves from the group because they must go into politics in the future, and they must come into contact and approach Beijing.

As for young students, Beijing believes they are good in nature. In the past, the work with youth has not been sufficient. In the future, the young should be approached more, and we should not confine our work to scientific and technological exchanges or to established culture, which is deviated from the masses.

The CPC Estimates Macao Transition Will Be Relatively Smooth

The official revealed that the present Hong Kong and Macao work meeting also discussed future various fields in Macao, and not as in some Hong Kong reports, that the meeting did not discuss the Macao issue. Beijing believes that since the CPC has always enjoyed a rela- tively good base in Macao and since Sino-Portuguese relations have been good, the implementation of Macao's transition and the "one country, two systems" is expected to be smoother.
