To move the following Clause:-
'The Secretary of State and the Governor of Hong Kong shall each take all reasonable steps to ensure that anything done by them is in accordance with the terms of the 1984 Joint Agreement between Her Majesty's Government and the Government of the People's Republic of China, and evidence of the acceptance of the terms of this section by both Governments, shall be laid before both houses of Parliament before the Secretary of State makes any commencement Order under section 5(4) of this Act.'.

These amendments would have the effect of placing the Secretary of State under an obligation to show that his actions and those of the Governor under the Act and the Scheme were in accordance with the terms of the 1984 Sino
