Frank Fischbeck, a photographer, has enquired if he could take a photograph of the original copy of the Sino-British Joint Declaration on the Question of Hong Kong signed in Beijing in 1984. We believe the signed copy is kept in London and would like to invite your views on Mr. Fischbeck's request.

Mr. Fischbeck is а well-respected photographer whose numerous published portfolios on Hong Kong over the years have done much to project a favourable image of Hong Kong overseas. His photographs served as the core of the Hong Kong Government's presentations in London in 1981 and in Vanconver in 1986 when they provided the principal content of the Hong Kong pavilion for Expo. Mr. Fischbeck intends to incorporate a photograph of the Joint Declaration in his next photographic album on the history of Hong Kong, which already includes other historical documents such as the Japanese surrender at the end of World War II.
His request for photographing the Joint Declaration has our support and the Information Services Department wish to make use of his album for our own publicity efforts.

I should be grateful to know whether Mr. Fischbeck or his nominee will be allowed to photograph the Joint Declaration and, if yes, whom Mr. Fischbeck should contact for further arrangements.
