I am an American writer based in Hong Kong for, oyre past six years. Several months ago, I was awarded a contract and an advance to write a book for the New Republic Book Company, a prestigious New York publisher. about Hong Kong and its return to China in 1997. The book will be published in the U.S. in 1992. I believe the people at GIS have mentioned my project to you.

The book will focus on the first half of the transition period. from 1978 when the question of Hong Kong's future was first seriously discussed, to the promulgation of the Basic Law last April. My book will be the most factual, detailed, objective account of Hong Kong's unique situation so far attempted.

You played a key role in the hand-over, and I

understand that you have written an official account of the Sino-British negotiations. I realise that the contents of the negotiations are confidential. but I am interested in any background. colour and anecdotes you can provide. I have already been to Beijing to get the Chinese account of the negotiations. Obviously, it is essential for me to hear both der.
