Mr DAVIES is a former Secretary for Security and then Secretary for General Duties in Hong Kong who retired in 1985.

He has now, at Sir David Wilson's request, returned to Hong Kong for about six months to research a paper on the background and procedures which led up to the 1984 Joint Declaration.

It is understood that he has been cleared for this work by the Foreign and Commonwealth Office but it is not known if this has included an update of his vetting status. Can you please inform me if you have been involved in any way and, if so, forward any relevent papers.
