It is one of RAD's duties, through the Director of Research and Analysis, to advise. the Economic and Social Research Council,

on proposals for academic research in the foreign affairs field. This letter is just to inform you of one such proposal about which we have recently been consulted, in case it should be of interest.

2. The proposal was submitted by Dr Allan Findlay and John Jowett of the Geography Department of Glasgow Univers- ity for a study which, taking account of the approach of 1997, would focus on the "mechanisms by which long-standing skill transfers have occurred between Hong Kong and other parts of the world economy and .. ways in which these channels have changed and new channels have come into opera- tion in response to Hong Kong's changing position in the world economy"

3. I enclose an extract from the application listing key points to be researched and describing the projected sur- vey work, including fieldwork in Hong Kong. The project is planned for completion in 1993. As you will see, the applicants aim to produce a report suitable for consider- ation by manpower planners and Government officials in Hong Kong.

We have commented that we would expect the results of the research to be of interest to us and to the Hong Kong Government (HKG), and have said that we assume the appli- cants are aware of the work of HKG's task force on emig- ration, as described in the latest Hong Kong Yearbook issued in September 1989.

5. Please feel free, if you wish, on an In Confidence basis, to circulate this letter to any official colleagues who would be interested. I cannot, of course, predict whether the ESRC is likely to agree to funding for the project.
