You have asked what is the background/justification for
the two criticisms in paragraphs 5 and 6 on page 22 of this
strategy paper.
2.
Unfortunately we do not have any recent papers on the
question of foreign lawyers in Hong Kong we do however have HKG's January 1989 press release on the issue and the law societies response. The two sides of the argument are well
set out in these documents. As to the current position regrettably we have not retained the relevant recent ExCo
papers. Baroness Dunn was asked about the issue at the
recent TDC Seminar. At the end of her skillful reply I was
left with the impression that she (ie. HKG) continued to
consider that it made sense for local and foreign lawyers to
be able to operate within the same firm to provide one-stop
services. The issue does not therefore seem to have been
resolved, but if you wish I shall follow up with Hong Kong.

3. The suggestion that local teaching groups have been able
to "abort" efforts to raise Hong Kong's standard of English
by freezing out native English speakers is simply untrue.

English language teacher pilot scheme was successful and
that a permanent scheme will be introduced in September
