1. Many thanks for your letter of 9 November. I agree with much of what you say, but it was not the point which I was trying to explore. The criticism which was being examined was not that the Prime Minister went to China too late, but that- she went too early. My interlocutor was developing the response that she could hardly have waited any longer, particularly as all the other countries concerned had already sent heads of government to China. I think I have enough material, and many thanks to you and Mark Matthews.
