OBJECTIVE:
- To rebut possible criticism of HMG's policy on Hong Kong.
DEFENSIVE POINTS TO MAKE:
Nationality
Our nationality package is intended to anchor key people in Hong
Kong, not encourage them to leave.
Purpose of the scheme is to give people the confidence to remain in Hong Kong, and thereby to maintain and preserve stability and prosperity as we are obliged to do under the Joint Declaration.
Package is not aimed against Chinese and will not damage Chinese
interests.
- Our aim is to minimise divisiveness in the operation of the
scheme. A wide range of people in many walks of life will be
covered.

The non-Chinese ethnic minorities will be eligible to apply under
the scheme. We have also given a specific assurance to Parliament that if these people came under pressure to leave Hong Kong in the future we would expect the government of the day to consider their case for admission here with considerable and particular sympathy.
- Some other countries have already found ways to give Hong Kong
