1. Please refer to FCO telno 1002 to Hong Kong, dated 21 May about Bim Davies. This telegram has now been copied to HKD; it would have been helpful if it had been cleared with us before despatch.

As we pointed out at an earlier stage (Telecons Marsden (HKD)/Hopkinson) Bim Davies will certainly need to have access to papers classified up to and including secret since almost all telegrams and papers on the negotiations on the
future of Hong Kong have a relatively high classification indeed. It would be impossible for Bim Davies to perform his task unless he had pretty well blanket access to secret documents. The phrase in your telegram "on a strict need to know basis" therefore reads rather oddly.
