1. We have consulted LRD and Security Department, who have seen a

tment, copy of the Governor's letter of 12 February.

2. LRD see no reason to object since the work would not be for publication. However, Security Department have said that they would need to conduct routine checks before giving approval. They have asked if Mr Davies could complete the attached form so that the necessary procedures can be set in hand. The checks should take no more than three to four weeks. (Security Department apologise for the inappropriate title of the form.)

You may wish to explain the position to the Governor while he

is in London.
