My submission of 5 January gives background on the Friends of

Hong Kong. Dame Jill Knight's two letters of 2 August and

20 December 1989 give an indication of the group's concerns

(although events have of course moved on).

4. I also attach Hong Kong telnos 675, 676 and 678 which give further points on the Basic Law (defensive points on consistency

items, defensive points on non consistency items and bull points on

i mprovements respectively).
