Bill of Rights
The Bill of Rights will give effect in a single local law to the relevant provisions of the International Covenant on Civil and
Political Rights as applied to Hong Kong.
The Joint Declaration provides for the International Covenant on
Civil and Political Rights to continue to apply in Hong Kong after
1997. Over this there is no dispute with the Chinese: it is fully
reflected in the Basic Law.
