The next in the series of the Lord President's speeches which provide the opportunity for him to expand on themes arising from the recent OD discussion of the EC, institutional reform, etc, is the LSE Alumni lecture which he is giving this Friday (8 June). He has put a lot of work into this text himself based on an earlier draft produced in house. But he would now be very grateful if FCO eyes could quickly review it. In particular, he is anxious that the various desks should have the chance to comment on what he says in the second half about non-EC examples where the evolving nature of sovereignty is illustrated.
There is also one point, on which I wrote to you a couple of weeks ago, relating to the Governor General of one of the Australian states (this occurs on page 3); he will be grateful for the chance to refresh his memory on that case, and may slightly recast that part of the text as a result.
As will be readily apparent, the draft is at the moment still in a fairly unfinished state, lacking the final tightening up and imposition of a structure and a single theme connecting the various instances. Despite these limitations, he feels that it is in sufficiently clear a form for it to be worth sending now rather than waiting another 48 hours.
