The Steering Group was

established in March 1987. Two committees were appointed under it to develop the administrative and technical aspects of the Hong Kong Register. Committee A on administrative operation of the register has completed its work. Committee B on technical standards and training has also completed its work. A report on progress up to August 1988 was passed to the Chinese side before JLG X. Part I of the Steering Group report has been formally submitted to the HKG in March 1989. Part II was submitted in October 1989.

Recommendations approved by ExCo in June 1990 and a second progress report was passed to the Chinese side in May 1990.
