7. I therefore hope that Mr Maude might consider an
alternative strategy for his visit. We would instruct
Mr Galsworthy to hand over the list to Guo Fengmin in
advance of Mr Maude's visit. That would enable Mr Maude to
refer to it during his talks in Peking, stressing our desire to speed up the work of the JLG and to increase our
cooperation. He could then focus on a few key JLG subjects
which have been held up by the Chinese, or to which we
attach priority, such as (a) Air Services Separation and (b)
Court of Final Appeal.
