Present Position
Because of the complex and sensitive nature of the principal Civil Aviation Bill and its subsidiary legislation, localisation will proceed in two phases:
(a) A first stage Civil Aviation
Bill is being prepared. At the expert talks in Jan 1988, the Chinese side agreed to the localisation of certain provisions (e.g. fees and charges; offences and penalties) in the Bill. In December 1988, they were further consulted on the localisation of two sets of subsidiary legislation - the Air Transport (Licensing of Air Services) Regulations and Hong Kong Civil Aviation
