LOCALISATION OF LAWS
The British side envisage that, subject to detailed examination of each area confirming that consultation is required under the agreed principles, consultation with the Chinese side will be initiated in the coming year (to end 1991) on the following areas of law to be localised:
Merchant Shipping (Shipowners' Liability)
Seafarers Bill (Pt II of 1894 Merchant Shipping Act) Arbitration (International Investment Disputes)
International Financial Organisations
Outer Space (Telecommunications)
Multilateral Investment Guarantee Agency
Nuclear Energy Dumping at Sea

It is hoped that consultation on the localisation of laws in these areas can be completed by the end of 1992. In addition to the above the British side estimates that they will need to initiate consultation on a further eighteen areas of law during 1992 and 1993. The British side's intention is substantially to complete the process of localising Hong Kong's laws by the end of
1994.
