Draft White Bill published on 16 March 1990 and public
consultation ended on 6 June
1990. Subject to ExCo approval, a final Bill will be introduced into LegCo on 25 July 1990.
Relevant Considerations
Compatibility with the relevant provisions of
the BL need to be taken into consideration, particularly
as regards the questions of supremacy the entrenchment. Existing UK reservations
and
declarations
to be part of the Bill.
Provisions of the ICESCR, not being justiciable, would be left out.
