SIXTEENTH MEETING OF THE SINO-BRITISH JOINT LIAISON GROUP:

MINISTERIAL DINNER ON 24 SEPTEMBER

Problem

1.

Should Lord Caithness host a dinner for the two

delegations when the Joint Liaison Group meets in London on

25-28 September?

Recommendation

2.

I recommend that Lord Caithness should host a dinner on

24 September in accordance with previous practice. I submit a draft guest list.

Background

3.

It has been the practice at previous Joint Liaison Group meetings held in London for the Minister responsible for

Hong Kong to host a dinner for the two delegations. Even at

JLG XIII in September 1989, which marked the resumption of

JLG business after Tiananmen Square, Ministers decided that

the dinner should be held as usual. Mr Maude had agreed
