RECEPTIONIST AND DRIVER

We concluded that of the two the Receptionist should be the one to go as we envisaged the Driver fulfilling a dual role. The Post asked

to consider the consequences of a one man

operation.

estimated that it would leave the Reception area unattended on average for 4-5 hours per day. Our analysis of the Driver's log book suggests this estimate may be slightly high. We found one week where the daily average was 4.6 hours, the remainder came out as just over 3 hours. We were unable to quantify the deliveries he makes using public transport and occasionally on foot.

When the Reception area is unmanned the switchboard goes to night service mode. We accept the Post's view that this would not be a very satisfactory situation but it is not a technically insurmountable problem though whichever solution we opted for would cost money eg. new direct lines, more versatile switchboard equipment. The Post also pointed out the value they derived from the Receptionist acting as a filter in dealing with awkward telephone callers. We were unable to assess the number of inward telephone calls to the Post.

The absence of a full-time Receptionist would also mean that because of the airlock system operated from within the Reception booth staff could not enter without one of their colleagues coming down to let them in. Similarly if there were any callers or deliveries a member of staff would have to come down to deal with them. The number of deliveries is difficult to estimate. The Despatch Office at Government House, told us that on average three to four deliveries a day were made but we understand many Government offices bypass the Despatch Office and send items directly.

5. The task of dealing with callers and deliveries would to either the S2 or DS10 Registrar.

The latter, as we recommended, is

now going to spend half her time at BTC. brunt of this 'receptionist' work would therefore fall to the S2. We have estimated her present loading at 80-85%.
