1.

The purpose of this letter is to comment on the Inspection Report prepared by David Carter and his team. I am grateful to the time and effort they put into the inspection of this post, in spite of the real difficulties caused by a Plenary session in the middle of the Inspection!

2.

Subject to the qualifications in the annexes attached, commenting on individual sections of the report, I agree with all of the recommendations. Instructions are being given now for the two recommendations for action at post to be put into effect
